This department acts as the backbone of the county government, ensuring its smooth operation by managing its human resources. They handle employee recruitment, payroll, training, and performance evaluations, promoting a competent and efficient workforce. Their focus lies on developing policies for personnel management, attracting qualified individuals, and fostering employee development, ultimately aiming to deliver quality public services.

Responsibilities:

  • Managing human resources.Payroll, pensions, training, and performance management of the county government workforce.
Key functions:
  • Developing and implementing policies and procedures for personnel management.Recruiting, hiring, and onboarding new employees.Managing employee salaries, benefits, and pensions.Providing training and development opportunities for employees.Conducting performance evaluations and administering disciplinary actions.Ensuring compliance with labor laws and regulations.

Mr Sammy Sichangi

Summary:

CO Sammy Sichangi is a self-motivated and reliable leader with over 21 years of experience in public service and education. He has extensive expertise in people management, policy formulation, and implementation of effective programs and projects. His career spans roles such as Principal Youth Development Officer and Head Teacher, where he has demonstrated a strong ability to independently achieve operational targets while maintaining high-quality standards. Sammy holds a Masters in Development Studies and a Bachelor of Education Arts, and he is skilled in financial and human resource utilization, project management, and stakeholder coordination. He is committed to improving the standard of living for the communities he serves.
