Employees in Trans Nzoia County are being urged to welcome the upcoming signing of performance contracts as a positive development aimed at enhancing service delivery. Ndinyo Wanyonyi, spearheading the initiative, highlighted its importance during an ongoing training session for county staff on performance management held at the Town Hall in Kitale.
The training, attended by senior government officials from departments such as Water, Education, Gender, and Sports, emphasized the need for all processes to converge into a unified approach to service delivery. Ndinyo stressed the county’s goal of maintaining its position as a leader in performance.
Governor George Natembeya has introduced mechanisms for cultural change in the workplace, with performance contracts being a significant component. He believes that this approach will boost efficiency and effectiveness within the county government.
Imeldah Agoi, the HRM Director, explained that chief officers have been delegated functions to identify and appoint officers to act in vacant positions within their departments. She assured participants that issues such as promotions and career stagnation would be addressed soon, encouraging staff to pursue training and further education to compete for higher positions.
Samuel Ereng, Director at GDU, highlighted the importance of aligning staff duties and responsibilities with their roles to ensure effective performance appraisal. He emphasized that workers’ performance should align with the county’s mission, vision, and the governor’s agenda.
The training, attended by key officials including CECs Chanelle Kittony (Gender and Sports) and Sam Ojwang (Water), chief officers, and directors, covers topics such as the rationale behind performance management, the framework involved, components of performance contracts, and their implementation within the county’s public service. Conducted by the GDU and Public Service Management, the training aims to equip all departments in the Trans Nzoia County Government with the necessary knowledge and skills for effective performance management.
