The Trans Nzoia County Department of Lands, Physical Planning, Housing, and Urban Development, through the KISIP II National Project Coordination Team (NCPT), has contracted Geodev Consultancy to draft a County-Specific Slum Upgrading and Prevention Strategy Plan. This plan will guide the implementation of Component 3 of the Kenya Informal Settlement Improvement Program (KISIP II) in Trans Nzoia County.
Lands, Physical Planning, Housing, and Urban Development Executive Janerose Mutama hosted a team of experts from Geodev, NCPT, and Trans Nzoia County today. The meeting marked the introduction of the consultancy firm and set the stage for the commencement of the strategic planning process, which will define how the KISIP II projects will be implemented.
KISIP II is focused on improving infrastructure in five informal settlements in Kitale—Mitume, Matisi, Tuwan, Kipsongo, and Shanti. Projects under Component 2 of the program will include road tarmacking, streetlight installation, water connectivity, and unclogging drainage systems, all aimed at enhancing the living conditions of residents.
Ms. Mutama emphasized that the development of the blueprint aligns with the World Bank’s requirements under Component 3, which ensures that KISIP II projects meet specific standards. Speaking at the Lands offices in Kitale, she assured stakeholders of the Governor’s support for the initiative and committed to ensuring smooth execution of the strategy.
The Executive expressed confidence in Geodev Consultancy, noting that the firm had successfully worked with the county administration before, delivering satisfactory results. Also present at the meeting were representatives from the KISIP National Project Coordination Team (NPCT), led by Selly Lesas, and the Trans Nzoia County Project Coordination Team (CPCT).













“We are here today to introduce a team of consultants who will undertake this critical task. We urge you to provide them with maximum support as they embark on this duty,” said Selly Lesas from NCPT. Lesas also called on the county government to appoint a project champion to spearhead and coordinate project implementation on the ground.
The blueprint, once completed, will be reviewed by the full executive committee, chaired by the Governor, before being forwarded to the County Assembly for approval.
Geodev Lead Planner Titus Musungu assured both the NCPT and CPCT of the firm’s commitment to deliver the strategic plan within the 10-month contract period.
