The 11th edition of the Kenya Inter-Counties Sports and Cultural Association (KICOSCA) games officially commenced today at the Mumias Sports Complex, Kakamega County, with leaders emphasizing the need for timely financial support for counties and the importance of strengthening devolution.
Governor Natembeya Highlights Unity and Financial Challenges
Trans Nzoia Governor George Natembeya praised KICOSCA for fostering collaboration among counties and providing an avenue for talent development. He pointed out the growing need to address shared challenges such as climate change. “Counties coming together through sports and culture demonstrates that devolution is working. However, we must address challenges like climate change and find collective solutions,” he said.
Natembeya expressed concern over the national government’s delays in disbursing funds to counties, warning that prolonged delays could lead to shutdowns. “The Treasury must operate independently to ensure timely release of funds. Games like these help county staff unwind and improve productivity,” he emphasized.
Governor Baraza Advocates for Efficiency
Kakamega Governor Fernandes Baraza, who hosted the event as the chief guest, lauded the KICOSCA organizing committee for their efforts while urging further enhancements to the games. “The committee has done a commendable job. However, we must explore ways to improve KICOSCA and ensure its sustainability,” Baraza stated.
He also called for efficiency in the Controller of Budget’s office, highlighting the need for prompt fund disbursement. “Counties cannot operate under continuous financial strain. Efficient and timely release of funds is critical for functionality,” Baraza noted.
Unity and Talent Development on Display
The event drew participation from various county leaders, including West Pokot Governor Simon Kachapin, Meru Governor Kawira Mwangaza, Kisii Governor Simba Arati, and key officials from Kakamega County.
As the games continue until November 30, county teams will compete in various sports and cultural events, emphasizing unity, wellness, and the nurturing of talent. The games serve as a demonstration of the potential for sports and culture to bridge divides and bolster the objectives of devolution.
