The Commission on Revenue Allocation (CRA) has initiated a weeklong capacity-building training for Trans Nzoia County’s senior management and revenue officers to boost Own Source Revenue (OSR) collection.
During the opening session, County Executive Committee (CEC) Member for Finance and Economic Planning, Dr. Joseph Pepela, emphasized the significance of equipping officials with the necessary skills to enhance revenue generation.
“The training by CRA has come at a crucial time. Counties have numerous revenue streams, but staff need empowerment to ensure targets are met,” said Dr. Pepela.
Focus on Automation & Efficiency
A key component of the training is strengthening the automation of revenue collection systems, which will:
✅ Enhance efficiency in revenue collection.
✅ Improve financial management reporting and accountability.
✅ Reduce revenue leakages and increase transparency.
CEC for Health, Sam Ojwang, lauded the initiative, noting its long-term benefits for service delivery.
“This initiative is critical for Trans Nzoia and other counties. Strengthening revenue systems will improve service delivery and financial accountability,” Ojwang stated.
CRA’s Role in Revenue Optimization
CRA Chairperson CPA Mary Wanyonyi underscored the commission’s mandate in:
📌 Recommending equitable revenue-sharing formulas.
📌 Enhancing both county and national revenue sources.
She noted that counties often overestimate revenue projections, leading to pending bills and stalled services.
“Currently, county revenue estimates are often unrealistic and overly ambitious, serving as balancing figures in budgets. Failure to meet these projections results in pending bills, which ultimately hampers service delivery,” Wanyonyi explained.
She emphasized that capacity-building efforts are key to improving financial management, ultimately benefiting livelihoods and public services.
