The County Government of Trans Nzoia has reaffirmed its commitment to meeting donor requirements to sustain funding for critical development projects.
Governor George Natembeya conveyed this assurance during a high-level meeting on Tuesday with representatives from the National Treasury and the World Bank, focusing on the Financing Locally-Led Climate Action (FLLoCA) program.
“We truly appreciate the World Bank’s funding, which has enabled us to initiate projects that are significantly benefiting our people,” the Governor stated during the meeting held in Kitale.
Challenges and Progress in FLLoCA Projects
The County Department of Environment, led by CECM Boniface Wanyonyi and Chief Officer Dorothy Nyukuri, raised concerns about delays in fund transfers from the County Revenue Fund (CRF) to the Special Purpose Account (SPA). These delays, they noted, are impeding the smooth implementation of FLLoCA projects.
The department also appealed to donors to increase staffing in essential areas such as water, environment, and agriculture to enhance the program’s impact.
Project Evaluations and Site Visits
As part of the engagement, the teams conducted site visits to assess the progress of various World Bank-funded projects across the county.
Key projects visited included:
- Bidii Tree Project – A community-based initiative focused on afforestation.
- Kaplamai Affordable Fuel Jikos – A sustainable energy project promoting affordable and eco-friendly cooking stoves.
- Botwa Water Project – A water access and management program aimed at improving clean water availability for local communities.
World Bank and Treasury Delegations
The World Bank delegation was led by Muratha Kinuthia, while the National Treasury team was headed by Abraham Barsosio.
During their visit, the delegations emphasized the importance of accountability and collaboration in achieving the program’s objectives.
“We commend the county government for its efforts and look forward to continued partnerships to address climate challenges,” Kinuthia remarked.
Barsosio underscored the critical role of timely fund transfers in ensuring the success of donor-funded programs, urging the county to resolve any bottlenecks affecting project implementation.

Governor Natembeya reiterated his administration’s dedication to fostering partnerships with stakeholders to combat climate change and improve livelihoods for residents.
“The projects funded by the World Bank are transforming lives. We will ensure compliance with all requirements to maintain this critical support,” he affirmed.
