Trans Nzoia County Environment Committee Scrutinizes Four Landmark Bills to Combat Climate Change

The Trans Nzoia County Environment Committee is reviewing four critical Bills aimed at tackling climate change, managing natural resources, and bolstering climate resilience through sustainable environmental governance.

The Trans Nzoia County Environment Committee has commenced a rigorous review of four pivotal legislative proposals designed to address the escalating impacts of climate change and improve natural resource management across the county. The Bills under scrutiny include:

  • Waste Management Bill
  • Sand Harvesting & Quarrying Bill
  • Climate Change Bill
  • Forestry Management Bill

These draft laws align with the Environmental Management and Coordination Act, 2015 (Revised) and are set to undergo public validation and participation before being tabled in the County Assembly for debate.


Committee Urged to Fast-Track Process

Presiding over the validation workshop held at Mabanga Farmers Training College in Bungoma County, Dr. Pepela Wanjala, County Executive Committee Member (CECM) for Water, Environment, Natural Resources, and Climate Change, emphasized the urgency of the legislative process.

“These Bills must be expedited and transmitted to the County Assembly Committee on Environment without delay,” Dr. Pepela stated.
“We should be proactive. Waiting for donor intervention to spearhead such critical policies undermines our ownership of sustainable development.”

He expressed confidence that once passed, the laws will not only enhance environmental conservation but also generate revenue for the county while strengthening governance structures for climate resilience.


Supporting FLLoCA and Countywide Sustainability

The Bills are expected to play a foundational role in the successful implementation of the Financing Locally Led Climate Actions (FLLoCA) program, which is active in all 25 wards of the county. FLLoCA aims to build community-level resilience to climate change through inclusive, locally-driven solutions.

“These Bills provide the legal backbone for sustainable interventions. Without proper legislation, climate programs remain vulnerable,” noted a facilitator from the County Climate Change Unit, which coordinated the exercise.

The workshop also served as a capacity-building platform for the newly constituted County Environment Committee, enabling them to better understand their legislative, oversight, and advisory roles in environmental management.


Public Participation and Legislative Momentum

Upon conclusion of the validation process, the Bills will be opened up for public participation, ensuring that local voices are captured in shaping laws that directly impact their natural resources, livelihoods, and future sustainability.

Key Objectives of the Bills:
✔️ Promote responsible waste management and recycling.
✔️ Regulate sand harvesting and quarrying to prevent land degradation.
✔️ Institutionalize climate change adaptation and mitigation at the county level.
✔️ Conserve and expand forest cover as a carbon sink and biodiversity reservoir.
