The Trans Nzoia County Government’s Department of Governance today conducted a one-day training session for over 200 enforcement officers at the Kitale National Museums. The training, aimed at enhancing the efficiency and discipline of the officers, was officially opened by Chief Officer for Governance, Sammy Sichangi.
Mr. Sichangi emphasized the importance of the training, noting that enforcement officers are often the first point of contact for citizens seeking government services. “This training is crucial to ensure our officers carry out their work efficiently and uphold high standards of discipline and customer care,” he stated.
The training covered the enforcement scheme of service, detailing the roles and responsibilities of the officers as stipulated in the County Government Employment Act. Mr. Sichangi stressed the need for financial discipline among the officers, urging them to avoid living beyond their means to prevent unlawful activities such as bribery. “Financial discipline is key to quality work and avoiding unlawful activities,” he added.
To support this, the county government has partnered with Boresha SACCO Kitale Branch to provide training on proper financial management. The department has also collaborated with other financial institutions in the county to offer ongoing training on financial stewardship to enforcement officers and other staff. “Proper financial management is very key for prosperous government officers,” Mr. Sichangi noted.
Mr. Sichangi also announced efforts to ensure career progression for all county officers, stating that newly employed government officers would advance to another job group after three years of service, as per the Employment Act. He assured that the county government, under the leadership of Governor George Natembeya, is committed to addressing the challenges faced by county officials in their duties. “We are working round the clock to ensure proper facilitation of all county staff to achieve their goals,” he said.
In a stern warning, Mr. Sichangi stated that any county government officer found engaging in unlawful behavior would face the full force of the law and be dismissed from duty. “Rogue officers will not be tolerated and will face the full force of the law,” he warned. He urged all enforcement officers to adhere to government protocols and perform their duties as required.


















Deputy Director of the Enforcement Unit, Dr. Martin Kapchanga, and County Prosecutor, Mr. Eliud Navimba, reiterated the training’s objectives, which include reminding officers of the county government’s expectations and their roles in guiding county government installations such as health facilities and learning institutions. “This training is to remind officers of their roles and the county government’s expectations,” Dr. Kapchanga stated. They also outlined behaviors that could lead to dismissal, including desertion of duty, absenteeism, intoxication while on duty, neglect of duties, and the use of abusive or offensive language. “Gross misconduct will not be tolerated and will lead to dismissal,” Mr. Navimba emphasized.
This training is part of the county government’s ongoing efforts to ensure that all staff are well-equipped to serve the public effectively and uphold the highest standards of conduct.
